How to Make a FOIL Request.

The Freedom of Information Law enables citizens and organizations, the ability to request most government records.
Any New York State or municipal department, board, bureau, division, commission, committee, public authority, public corporation, council, office or other governmental entity performing a governmental or proprietary function is subject to the Law.
What records are available?
All public records are available, unless an exception permits an agency to deny access. Most of the exceptions are based upon common sense and the potential for harm that would arise by means of disclosure. If disclosure of records would be damaging to an individual or preclude a government agency from carrying out its duties, it is likely that some aspects of the records may be withheld.
How to make a request via email
To send a request for records via email, follow these simple steps:
1. Create or open a new email, insert appropriate agency email address.
2. Type "FOIL Request" in the subject line.
3. Go here then Copy and paste the entire form into the email.
4. Read entire form.
5. Delete paragraphs that do not apply.
6. Send email. Retain an electronic or paper copy for your records.
NOTE: Please note that the use of the form available here is optional. A request can be made based upon the guidelines offered in the form.
A request should be directed to the "records access officer" of the agency, the person having the duty of coordinating an agency's response to a request. The request should reasonably describe the records should and you should provide sufficient detail to enable agency staff to locate the records. If the agency has email, an email request may be made to the email address designated by the agency for such purpose. The subject line of the email should be clearly marked "FOIL Request."
